Dr. Roshan Nayak serves as an Assistant Professor in Extension Program Development and Evaluation. Prior to this role, he served as the 4-H Evaluation Coordinator at the University of California, Agriculture and Natural Resources. In this role, he led statewide evaluation efforts for Youth Development Programs across California, focusing on public values and measurable condition changes. Dr. Nayak’s expertise spans the design and implementation of evaluation frameworks, including surveys, focus groups, and interviews, as well as capacity-building training for program staff. His research interests primarily focus on impact assessment, evaluation capacity building, data utilization-focused evaluation frameworks, and the development of data analysis plans. His Ph.D. dissertation examined the implementation of food safety standards on produce farms in the Mid-Atlantic region.

Dr. Nayak provides evaluation capacity-building training to the staff of Virginia Cooperative Extension (VCE). His work focuses on equipping county extension agents with the skills to develop evaluation plans for their programs and access the resources they need. In collaboration with colleagues, Dr. Nayak has designed and delivered a series of training sessions for extension professionals and developed tools to support the measurement of program outcomes. He is currently exploring ways to improve the usability of secondary datasets for assessing the long-term impacts of extension programs.
